Stablecoins: what is Senate Bill 314 adopted in Florida?

Senate Bill 314, adopted unanimously by the Florida Senate, defines stablecoins as a form of “monetary value” and integrates them into existing anti-money laundering laws. This text also authorizes the FDFS to accept stablecoins for official payments such as state taxes and licenses.

To this end, a pilot program will be launched to study their use by the government, marking a first in the United States. This bill aligns with the GENIUS Act passed in 2025, which establishes a national framework for stablecoins. Senator Colleen Burton emphasized that this legislation aims to harmonize state oversight with federal guidelines, thus providing increased legal security.

Sam Armes, president of the Florida Blockchain Business Association, called this moment historic! Praising a major breakthrough for the crypto ecosystem. Governor Ron DeSantis’s signature, expected within the next 30 days, will formalize this pioneering regulation.
