ANSSI, the French cybersecurity agency, has officially tightened its evaluation criteria for data protection solutions, as the quantum threat steadily approaches. This significant reform in France is based on several essential temporal and strategic directives :

  • The definitive end of certifications : from 2027 onwards, the agency will stop certifying IT security products that do not feature encryption resistant to future quantum computers ;
  • A strict purchase recommendation : the authority strongly advises companies in France and organizations to anticipate this disruption by purchasing only “quantum-safe” solutions by 2030 ;
  • State sovereignty : during the annual France Quantum conference, ANSSI’s chief of staff, Samih Souissi, firmly framed the strategic dimension of this reform. He stated : “this is not only a technical problem. It is a matter of governance, industrial planning, regulation, and sovereignty”.

This decision has a considerable impact given ANSSI’s central role in France’s administrative architecture. The agency’s approval is mandatory for all government administrations and operators of vital importance, making this regulatory choice equivalent to a progressive and forced phasing out of old encryption systems.

According to security experts, this urgency is explained by the rise of attacks of the type “collect today, decrypt tomorrow” : a tactic where malicious actors or states intercept and archive encrypted data today, waiting to unlock it once quantum power is available.

Although machines capable of breaking current algorithms do not yet exist at an industrial scale, transition timelines are tightening worldwide, as exemplified by Google which has set March 2029 as the date to switch the entirety of its infrastructure to post-quantum cryptography.

The Web3 Countdown Facing the Quantum Vulnerability Wall

Although ANSSI’s decision primarily targets state and industrial networks, it reveals the intrinsic vulnerability of decentralized protocols that rely heavily on the same traditional mathematical architectures. According to estimates from specialized security firm Project Eleven, a quantum computer powerful enough to break modern encryption could appear as early as 2030, with a baseline scenario set for 2033.

Such a technological breakthrough would represent an immediate systemic risk to the crypto ecosystem, potentially threatening about 6.9 million bitcoins, especially coins stored in old addresses whose public keys are already visible on the network. The Ethereum Foundation has met the challenge by assembling a post-quantum security team, making resistance to quantum computers a top priority for the protocol.

The crypto ecosystem is entering a phase of self-organization to reinvent itself and escape the weakening of its networks. Thus, Coinbase’s quantum advisory board has encouraged blockchain developers to start preparing now for migration to post-quantum algorithms and to decide the fate of tokens that might not be migrated due to lost keys. Meanwhile, the Stellar Development Foundation unveils a roadmap organized around three stages to evolve the XLM network.

This plan includes a protocol upgrade that allows users to add quantum-resistant signers without needing to modify the addresses of their existing wallets. The industry is also experiencing intense internal debates, such as the BIP-361 initiative on bitcoin which advocates permanently freezing vulnerable wallets and causes serious censorship fears within the mining companies and investor community.

The Prospects and the Geopolitical Balance of Network Security

This regulatory and technical pressure outlines a future where adaptability, or “crypto-agility,” will become the main survival criterion for decentralized networks. The industry is divided between those fearing a major technological rupture and those betting on blockchain upgrade capabilities through consensual forks or the integration of alternative technologies such as zero-knowledge proofs.

Ultimately, France’s initiative might compel all financial players, centralized and decentralized alike, to consider post-quantum security not as a futuristic option but as an immediate security standard. By aligning its timeline with the requirements of American security agencies, Europe is joining a global geopolitical movement to immunize the digital economy ahead of the final technological break.

Reviewing this major transition calls for a nuanced reading where vigilance should prevail over general panic. As Shiv Shankar, CEO of privacy infrastructure Boundless, noted: “The risk increases, but it was expected. The closer we get to a target date for full migration, the more we tend to trust this timeline. No panic. The greatest minds worldwide are working on this problem”.

The future of Web3 will therefore depend on its ability to reconcile this industrial standardization, thus turning an existential threat into an opportunity for global technical reinvention.
