ECB Official Urges Central Banks to Adopt Blockchain
At the Jackson Hole symposium held on August 28, 2026, a member of the ECB executive board made an unprecedented call. According to Isabel Schnabel, central banks must adopt blockchain to preserve their role in the financial system. This stance reshuffles the cards of institutional crypto in Europe. But not only that! It could also place the continent at the forefront of tokenization.

“Central bank money must go on-chain”: what the ECB really says
Isabel Schnabel’s speech is a direct response to Darrell Duffie’s paper on tokenized finance. According to her, central bank reserves should be native assets on distributed ledgers, not just off-chain counterparts.
To fully leverage tokenization, central banks too must go on-chain.
Concretely, this means central bank money would be issued as programmable tokens on a DLT (distributed ledger technology) infrastructure. The goal: to allow atomic and programmed settlement via smart contracts.
Isabel Schnabel thus distinguishes three technical options :
- issue tokenized reserves directly on a programmable ledger;
- link current payment systems to tokenized platforms via bridges;
- entrust this tokenization to a private intermediary.
The ECB official shows a preference for the first option. The reason is that it allows blockchain to make central bank money truly programmable.
The Pontes and Appia projects, the ECB’s crypto roadmap to switch to blockchain
According to Schnabel, the Pontes project is expected to launch in September 2026. The primary goal of this gateway: to connect blockchain platforms to the Eurosystem’s TARGET services. Ultimately, payments will be directly ensured on a blockchain platform operated by the Eurosystem itself with:
- smart contracts;
- continuous operation (24 hours a day, 7 days a week).
The Appia project, for its part, aims to be a long-term endeavor. It will design the architecture, technical standards, and legal framework of a true European tokenized asset market. A comprehensive plan is expected for 2028.
Recently published figures allow a concrete measure of the project’s progress:
- Interoperability tests between DLT platforms and traditional settlement infrastructures have already processed about 1.6 billion euros distributed over 64 participants from 9 jurisdictions.
- Since 2021, European issuers have placed nearly 4 billion euros of blockchain-based instruments.
- Since January 27, 2026, negotiable assets issued via DLT are eligible in Eurosystem credit operations.
Another central point in Schnabel’s speech: stablecoins
Isabel Schnabel highlights a crucial element during her intervention:
Central bank reserves remain superior to stablecoins as the ultimate settlement asset.
According to her, a settlement asset must satisfy two criteria:
- absolute safety: no credit, liquidity, or redemption risk
- supply elasticity: ability to increase liquidity in times of stress
Certainly, stablecoins are well designed. However, they cannot expand their supply like a central bank. In times of panic, only the sovereign issuer can massively inject liquidity.
That’s not all! The ECB also fears a fragmentation scenario. If each DLT platform develops its own reserve “wrapper” via a private omnibus account, it risks recreating a pyramid of private claims. This phenomenon happened before the creation of the Fed in 1913.
Decryption: stablecoins will remain complements. They will never replace central bank money in wholesale settlement.
Blockchain and crypto: a global signal reshaping finance
Schnabel’s speech at Jackson Hole is part of a global movement. The fact is, financial institutions are already moving trillions in tokenized value on blockchain infrastructures. Every signal that a G7 central bank agrees to settle its own currency on-chain strengthens the legitimacy of this infrastructure, which the crypto market has been using for more than fifteen years.
For investors, this evolution carries particular importance. Surely, it does not directly set the price of bitcoin. That said, it redefines the scope within which crypto and traditional finance will coexist.
The ECB is known to be a conservative institution. If it is rushing to avoid being “disintermediated” by private tokenization, it is because the debate is now the same as the one taking place in central bank meeting rooms.
One thing is certain: the ECB has just crossed an important milestone. Isabel Schnabel’s call has transformed a technical subject into a sovereignty issue. The question is therefore no longer whether blockchain will be adopted, but how to position oneself in this ecosystem. Stay tuned!
