Bo Hines has made a swift transition from public service into private business. At 29 years old, and only two weeks after leaving his role as Executive Director of the White House Crypto Council under President Donald Trump, he has been appointed as Strategic Adviser for Digital Assets and United States Strategy at Tether. The stablecoin company is positioning his arrival as a central step in its effort to establish a stronger footprint in the American market.

Bo Hines steps through a portal from the White House to Tether’s digital world.

In brief

  • Bo Hines joins Tether as Strategic Adviser to lead U.S. digital asset strategy.
  • He’s tasked with shaping Tether’s expansion and regulatory engagement in the U.S.
  • Tether signals U.S. commitment, having invested $5B in the American market.

Driving Tether’s U.S. Strategy and Expansion

Tether explained that the appointment forms part of a broader plan to influence the future of digital finance. Hines will work with the company’s leadership to shape its approach within the United States. His role includes building connections with financial regulators and other industry figures while coordinating the company’s plans for expansion.

The company has invested $5 billion in the U.S. economy and sees Hines’ appointment as a sign of its ongoing commitment to the country. He will start his role immediately and work closely with Tether’s core team to shape the company’s U.S. strategy.

Tether CEO on Hines’ Role

Paolo Ardoino, chief executive officer of Tether, described the addition of Hines as a clear indication that the company intends to strengthen its operations in the United States. Ardoino pointed to Hines’ familiarity with U.S. lawmaking processes and his record of encouraging practical applications of blockchain technology.

Those qualities, Ardoino noted, make Hines an important figure as Tether advances into what he described as the most significant market globally.

His deep understanding of the legislative process, combined with his passion for practical blockchain adoption, makes him an invaluable asset as Tether enters the biggest market in the world.

Tether had previously signaled plans to launch a new domestic dollar-backed stablecoin in the U.S., targeting late 2025 or early 2026. This offering is presented as a milestone in Tether’s strategy to build lasting influence in the country’s financial system.

Hines’ Background in Policy and Innovation

What makes Hines a significant addition to Tether’s team? His record in government highlights the reasons:

  • He supported policies aimed at encouraging crypto innovation while also helping to set regulatory standards for stablecoin issuers.
  • Bo Hines played an active role in connecting government agencies with blockchain firms to strengthen cooperation and understanding.
  • He led interagency groups tasked with introducing new technologies while ensuring that consumer protections were in place.
  • Hines proposed using a portion of the U.S. gold reserves to buy Bitcoin, creating a national Bitcoin reserve without additional federal spending in March 2025.

Reflecting on his time in public service, Hines said he witnessed how stablecoins could make payments more efficient and expand access to financial services. He explained that he is motivated to join Tether to help develop products that are dependable, aligned with regulations, and capable of modernizing how money works for American consumers.

Hines’ appointment comes as stablecoins are attracting more attention. Investors are increasingly interested in these assets, and governments are introducing clearer rules to guide their use, including measures like the GENIUS Act. These developments are creating a more favorable environment for companies like Tether to expand their services and strengthen their role in the U.S. financial system.
