Autonomous Agents May Reshape Information Warfare Online

According to a study published Thursday in Science, online manipulation is moving away from easily spotted botnets toward coordinated groups of AI agents, often called swarms. Researchers argue that these systems can imitate human behavior, respond to changing conversations, and operate with little human control, making enforcement much more difficult.

The authors, many of whom are from reputable institutions, describe an online space where manipulation blends into normal activity. Rather than short, intense bursts around elections, AI-driven campaigns can push ideas slowly and steadily over long periods.

In that environment, influence becomes harder to trace to a single source. Campaigns can adapt tone, timing, and targets as conversations change, reducing the likelihood of triggering automated defenses or human review. Researchers define an AI swarm as a group of independent agents working together toward a shared goal.

Social platforms already exhibit structural weaknesses that make such systems effective, especially when users primarily see content that aligns with their views. Past research has found that false stories often spread faster than accurate ones, deepening division and weakening trust in shared facts.

Paid AI Swarm Campaigns Raise New Questions for Platform Governance

Researchers outline several traits that distinguish AI swarms from earlier manipulation tools:

  • Spread content across many accounts without repeating patterns.

Sean Ren, a computer science professor at the University of Southern California and CEO of Sahara AI, said such accounts are already harder to detect. Ren argued that identity controls matter more than content moderation alone.

These agent swarms are usually controlled by teams or vendors who are getting monetary incentives from external parties or companies to do the coordinated manipulation.

Stricter KYC rules and limits on account creation could reduce AI agents’ ability to operate large, coordinated networks. When fewer accounts are available, unusual posting patterns become easier to identify, even if individual posts appear normal.

Earlier influence efforts relied on volume, with many accounts sharing the same message simultaneously. And that approach made detection simpler. By contrast, AI swarms demonstrate greater independence, coordination, and scale, according to the study.

According to Ren, possible responses include improved detection of unusual coordination and clearer labeling of automated activity. Still, technical tools alone are unlikely to solve the problem.

Ren noted that many swarm operations are run by teams paid to shape online discussion. Without stronger identity checks and enforcement, platforms may continue to struggle as influence tactics grow subtler and more persistent.
