Russia: The Law Governing the Crypto Market is Passed by the Duma
The Russian Duma has approved a historic bill on cryptos. This text awaited for years legalizes and regulates the use of cryptocurrencies in Russia. A major advance, but it raises a question: will Russia freely use crypto to bypass sanctions?

Russia Enacts Legislation to Control the Crypto Market
On July 21, 2026, the Russian Duma approved bill no. 1194918-8, marking a turning point in crypto regulation in Russia. This text establishes a clear legal framework for market players, notably exchanges, brokers, asset managers, and custodians. To this effect, the Bank of Russia now has the power to define authorized assets and issue strict regulations. Non-qualified investors will be limited to 300,000 rubles per year (about $3,800) for crypto purchases, while qualified investors will benefit from higher caps.
However, the use of cryptos for paying goods and services in Russia remains prohibited. But they may be used for foreign trade. This framework awaited for years aims to secure the market while avoiding abuses. But its success will depend on the authorities’ ability to enforce it in a country where crypto adoption remains uneven and controversial.
Is it Possible for Russia to Evade International Sanctions?
With this new law, Russia opens the door to a strategic use of cryptos to bypass international sanctions. By authorizing digital assets for cross-border trade, Moscow could facilitate exchanges with its partners (China, Iran, etc.) without relying on traditional banking systems, like SWIFT, largely restricted by Western sanctions.
Moreover, payments in bitcoin or any other crypto would offer a discreet and decentralized alternative, hard to trace by foreign regulators. If the law is signed by Vladimir Putin, it could strengthen Russia’s economic resilience. A boon for a country financially isolated since its 2022 invasion of Ukraine. However, this strategy carries major risks:
- Market volatility;
- Increased surveillance by the US and EU;
- Distrust from trade partners fearing retaliations.
Russia therefore seems to bet on cryptos to reinvent itself financially. But between strict regulation and sanctions on crypto platforms complicit with Russia by the EU, the gamble is risky. And what if cryptocurrencies became Moscow’s secret weapon?
