Trump Unveils His AI Strategy: Towards An American Technological Dominance!

The Trump administration has unveiled its plan to make the United States the “world capital” of AI. This strategy removes environmental constraints and diversity policies that previously governed the sector. But does this race for technological supremacy not conceal deeper geopolitical stakes?

Environmental Deregulation to Serve AI

Donald Trump officially unveiled on Wednesday his roadmap to transform the United States into the undisputed leader of artificial intelligence. This initiative, the result of extensive consultation conducted since February, includes 90 concrete measures that will be deployed “in the coming weeks.” 

The goal is clear: to win the “global race” against emerging powers, notably China.

The first pillar of this strategy aims to remove all regulatory obstacles hindering the development of AI infrastructures. 

Specifically, the administration reclassifies data centers under the NEPA (National Environmental Policy Act) to drastically accelerate approval procedures. 

This measure allows bypassing the traditional constraints of the Clean Air Act and the Clean Water Act, two fundamental American environmental protection laws.

This deregulatory approach is accompanied by an ambitious energy plan. Given the huge electricity needs of AI data centers, the administration is betting on accelerated development of nuclear power, including fusion and fission technologies. 

This energy strategy is part of an absolute technological sovereignty logic, where every component of the value chain – from semiconductors to energy – must be relocated on American soil.

Ideological War and Technological Diplomacy

The second pillar reveals Trump’s true ambition: to have American technology adopted worldwide. Washington is launching what it calls “AI diplomacy.” 

Specifically, two American public agencies will massively finance the export of AI technologies: the Development Agency and the Export-Import Bank.

Trump is playing on two fronts simultaneously. On one hand, he advocates for “open” AI accessible to all. On the other, he reserves lucrative government contracts for only “cutting-edge” developers. 

This deliberately vague definition allows the administration to select its technological champions. American giants such as OpenAI, Google, and Microsoft appear to be the main beneficiaries of this policy.

The agreement with the United Arab Emirates shows how this technological diplomacy works. In May, the United Arab Emirates signed contracts with OpenAI, Oracle, and Nvidia for its AI infrastructures. 

Trump wants to reproduce this model everywhere. The goal goes beyond simply selling software: it is about imposing the entire American ecosystem. Partner countries thus become dependent on Washington’s standards.

At the same time, the administration is tightening export controls. It wants to prevent its rivals from accessing critical technologies. China remains in the crosshairs. This dual-faceted policy – openness for allies and closure for rivals – turns AI into a real geopolitical weapon.

In sum, this approach breaks completely with Biden’s, who favored caution. Trump chooses speed and commercial aggressiveness. Beyond innovation, a new global power dynamic is emerging. Artificial intelligence becomes the main tool of American domination in the 21st century.
